2nd Reading - Planning and Infrastructure Bill (Lords)
This briefing on the Planning and Infrastructure Bill 2025, produced by the Climate Change Working Group of the Better Planning Coalition including Rights Community Action, The Town and Country Planning Association (TCPA), UK Green Building Council, Centre for Sustainable Energy, UK100, Wildlife and Countryside Link, Friends of the Earth England, Wales and Northern Ireland was sent to all members of the House of Lords for 2nd Reading on 25th June 2025.
‘The Better Planning Coalition is calling for an amendment to all duties on climate change contained within planning that expressly and clearly define what it means to “consider” or “have regard to”, or “contribute to” as a planning authority or decision-maker.
Secondly, all of these decisions and plans need to add up to achieving the legally binding carbon budgets. In 2025, we have only 25 years to achieve net zero emissions. That means our housing, energy and transport systems must be radically and rapidly transformed. We need to unlock a whole new green economy, while at the same time creating far more resilience for householders and businesses in the face of energy shocks, water crises, flooding and heatwave risk, and rising costs. ‘
