Salary: 44,075 pa, fixed term p/t. 0.5FTE
20 hours per week to 1/04/2028, with possible extension to 2031.
Summary
This is a new post, offering an opportunity to work in a key role at the heart of Rights, Community Action’s five year, Community Climate Stewards project. The project is working in three places – Hull, Skegness & Boston, Lowestoft – to bridge the gap between decision-makers and communities, aspiring to provide proof of concept of exemplar plans, local site stewardship, and local participatory climate budgets, to provide a model for nationwide community resilience planning.
Community empowerment is central to the role, which will directly support the three local partners as they encourage residents and communities to play an active role in local decisionmaking, enabling and promoting integration and cohesion within and between communities. The role will ensure that documentation, reporting and regular activities are taking place, and that the project is being carried out in a timely and effective manner.

Founded in 2019, Rights Community Action is a non-profit organisation, focused on systemic change through challenge, inspiration and collaboration for communities of place. As a coalition of campaigners, planners, lawyers, facilitators, artists and scientists, Rights Community Action use art and creativity to inspire, enabling communities to build a confident, resourced vision for their own futures.
The Community Climate Stewards project is a five-year funded project, which the Community Development Officer role will be central to. Reporting directly to Rights Community Action’s CEO, the role is pivotal to the development and success of the project.
What you’ll be doing
You will play a key role in supporting the local partners in carrying out the project at a local level, helping them to carry out their plans, and document their work. You will also work with Rights Community Action’s Communications, Planning and Strategic advisors to support the local partners in generating community involvement in meetings, decision-making fora, and other activities as relevant to the project.
1. Stakeholder and community liaison
- Support local partners to undertake community mapping
- Support local partners to undertake local plan workshops
- Support local partners to undertake participatory budget activities
- Support local partners to undertake site stewardship engagement activities
- Monitor, evaluate, assess and provide regular opportunities for learning throughout the project
- Co-ordinate regular meetings in each place and between places to facilitate local partners
- Maintain an oversight of referral partners and allocate budget
2. Cross partner collaboration
- Support pro-active collaboration between the local partners and within each place
- Responsibility for tracking and documentation of community activities in each of the three places (working with the Monitoring and Evaluation co-ordinator)
- Responsibility (reporting to the Director) on the local referral partner’s budget
- Support the delivery of the communications plan (working with the Communications adviser) across the three places
3. Governance, compliance and project management
- Ensure all activity complies with organisational procedures, including safeguarding, data handling, and financial controls
- Act as Safeguarding lead for the project
- Lead on documentation, record-keeping and reporting across project partner activity
- Carry out other duties appropriate to the role’s level and responsibilities
Who we are looking for
Essential
Good advocacy and community skills, including facilitation and collaborative working practices
Proven ability to work across a range of stakeholders
Safeguarding experience and training
Ability to work independently and as part of a team
Experience tracking, monitoring and reconciling budgets responsibly
Willingness to work flexible hours as required (e.g. evening meetings, TOIL available)
Proven experience of using creative arts
A genuine interest in community development and action on climate change
Strong IT skills for record keeping and effective communication
Willing to travel
Desirable
Located in Hull / Boston / Norwich (one of these locations) or willing to travel
